The City of Capitola is developing its first Active Transportation Plan (ATP). This plan is rooted in the vision of creating a livable city—one where people of all ages and abilities can move safely, conveniently, and enjoyably. Thoughtfully designed active transportation infrastructure not only encourages healthier lifestyles, but also reduces car dependency and greenhouse gas emissions, creates vibrant public spaces, and strengthens social connections.
What is Active Transportation?
Active transportation refers to ways of getting around that are fully or partially people-powered. Walking, biking, skating, and scooting are all forms of active transportation.

Existing Conditions & Needs Identification
Identify current challenges for walking and biking, discuss ways to address challenges and how increasing active transportation supports community goals.

Draft Recommendations and Prioritization
A first draft of projects to build, policies to enact, and programs to run that could support Active Transportation.
Phase 3
Fall/Winter 2027
Draft Active Transportation Plan
A prioritized plan to guide new projects and investments in active transportation over the next ten years in Capitola.
